Are ex-library dvd's postable?

As long as it still meets the site guidelines for condition, then yes. From the help docs:

If your DVD is an original (not a copy) of a movie, in its original case (or the same type of case as the original) with outside artwork, the UPC is printed on the item (artwork or DVD), and it is playable, it can be listed here. You must also make sure your DVD and its case are clean and free of any dirt, lint, liquid spills, etc. The cover artwork needs to be in good condition without any rips or tears greater than 1/2". Please send your DVDs in the condition you would expect to receive DVDs.

The actual dvd has Douglas County Libraries around the middle ring.  The artwork has Douglas County Libraries Colorado around the top front and back.  On the back, where the UPC code is, at the top, it has Douglas County Libraries with a black slash through it.  (All the numbers are showing). I am thinking the artwork looks like a copy.  Not the original.  And I don't know if the actual dvd is the original or not.

If you have any doubts regarding the authenticity of either the artwork or disc, then no, do not post them.

I've recently received two of these Douglas County Library DVDs. The DVDs were original. The artwork was a photocopy. I marked both as RWAP.

That is what I was going to suggest--I have a library copy that is definitely a copied artwork, and it sounds as though the library made their own particularly if there is a band at the top with the library name.  The sticker on the disc is not the issue, but the artwork itself.  Even with a upc, if it's a copied art, it is unpostable.
