This movie is the 1992 pilot for the 1993 TV series Ned Blessing: The Story of My Life and Times. This movie is also known as Lone Justice.

The review above is pretty good, so I see no need to rehash it. It's a well done modernized western. If you're looking for the continuation of this series of movies and TV episodes, look for The Adventures of Ned Blessing: Return to Plum Creek.
