The DVD has been traded.

For reasons I don't understand, I cannot post this with the UPC I have, and when I find the title via search, there is no option to post without whatever UPC they require.  My copy says it is Region Code 3.  I don't know what that means, but my DVD player plays it just fine.  YMMV.

I recently found out that I have this exact same disc in another Deep Purple DVD collection, so it is a duplicate, otherwise I'd be keeping it.

This is a concert DVD featuring Jack Bruce.  UPC:9197731211278 is not in the database.  The package has a DVD and a CD.  Two credits.

I just found this still sealed VHS tape.  Never been played.  One credit.

This VHS concert video tape is brand new and still sealed.  I bought it, put it away before moving, forgot about it, and then bought it again on DVD.  My forgetfullness can be your gain.  I will accept 1 DVD credit for it, or 2 SwapaCD credits.

This is a two-disc Video CD set.  It will only play in a DVD player, not a CD player.  It comes in a slimline double-CD case with complete artwork and it is in good condition (excellent, IIRC).  I will trade it for just one credit.

I don't think you need to do anything.  It was her responsibility to see that the disc was playable before she mailed it out.  It's not that hard to take one more look at it before you pack it up.  She could easily have seen the scratches on it.  Granted, it could have been an honest mistake.  But a mistake nonetheless.  You should not have to spend any more time on this than you already have.

In case you're interested, I've had good luck getting discs repaired at a place called AzuraDisc.com.  I think their current price is $3.50 per disc.  It gets cheaper per disc if you send 10 at a time, and cheaper yet if you send 25.  I set aside all my scratched up discs until I've got a pile of 10 and then send them in.  Most of the time, the unplayable ones come back fine, but not always.  Some scratches are too deep or oriented in such a way that the disc cannot be saved.  But I think it's worth a try.
